It's curved plastic, with a channel on the back for a bike's down tube, two rubber ties, and a foam pad. The plastic keeps the mud at bay, the channel makes the fender easy to fit to the downtube, the ties hold it in place and the foam pad both prevents scratching the frame and twisting the fender.
